The Southern Cross 28 comes to mind as a pretty seaworthy boat, as several have done circumnavigations.

The Cape Dory 25D is far more spacious than the Cape Dory 25, and probably a good candidate.

I like the Lyle Hess designed boats, but they're all equipped with bowsprits and such...

A novel approach might be a Heavenly Twins catamaran. At 26' LOA, it might be a good choice.

The Elizabethan series of boats has a couple in that size range.

HR made a 28' boat IIRC, but I don't think it'll be in the price range.

The Tartan 27 is a nice boat in that range.

Canadian Sailcraft also made 28' boat IIRC.

Actually a 27...CS 27 - Used Sailboat Market in Canada

Bayfield 25 is in the budget, or a older cape dory 28, or a compac 23 or a mcveigh micmac 26 or halman horizon 26 might all fit the bill.
Even if you could find one within budget that didn't need a ton of work, I would pass on a bayfield 29, simply because it has no v-berth. Fine for a couple, lousy for a family.
