If you've got 1/4" of paint, you have a problem. I'd guess that the 1/4-1/2" is fairing compound and paint.
When was the last time you inspected the keel bolts and the keel stub? If you haven't done that, it might be time to do so. On many older boats, the keel stub support had plywood glassed in, and if the plywood is rotting, then the keel can start to sag. This is called the Catalina smile on the older Catalina boats. This does need to be checked, as do the keel bolts, especially if they are original.
