Odd U.S. Ensign

There is a sailboat at our marina flying a U.S. Ensign off the stern. In the center of the field of 13 stars is a Roman Numeral two (or maybe its an eleven - I don't know). I tried to find out what it meant on google - I didn't find anything specific but one thing intimated that it may be some kind of indication of rank.

Anybody have any knowledge of this? I'm just curious and I haven't seen the owner of the boat since we've been back.

Maybe a Tea Party advocate - re-doing the Revolution? If that is the case they should be mounting at least 12-pounders if they want us to think they're serious.

Many of these 'crazies' were also flying the "Rattlesnake Flag" this winter in 'de islands' ....

anyone know where I can get one suitable and strong enough for use on a sailboat?

Not crazy. I can think of all kinds of other appropriate descriptors, but not crazy. I wouldn't want anything to do with that ensign.
