Canadian Chart Symbol, what is it?

So we're sailing down Trincomali in the Gulf Islands when the boss informs me that we just ran over a big "14" in a purple circle with two pointy things on it on the chart. I wasn't familiar with the symbol, so I dug out U.S. chart number 1 reference book to look it up and didn't see it listed. Here is a screen shot of another one of those numbered circles down Swanson Channel. What does that symbol mean?

Ya don't want to run over one of those, I got one hung up in my prop last year and it was a real pain to get it out.

"Radio reporting calling-in points showing direction of vessel movement (if any)" It can also have only one triangle.

Nautical Chart Symbols: Tracks, Routes

"Prior to beginning a voyage within Canadian waters or entering from seaward, ships are required to obtain a VTS clearance. This clearance is issued by an Marine Communiation Officer (MCO) after screening information about identity, condition, cargo and intentions of the vessel. As it proceeds on its voyage the ship is required to maintain a listening watch on designated marine VHF radio channels and report at specific positions, Calling-In-Points (CIPs)."
