As of July 2010, the OUPV NC /100 Ton Masters NC tests have been made more difficult to pass. For one thing there are now 50 Rules of the Road Questions of which you need a 90% to pass.

The big change is the plotting portion of the exam. The plotting portion of the exam used to be 10 questions with a passing grade of 70%. The new test is 20 questions with a passing grade of 90%.

YIKES! thanks for the info. I just dug my license out of the files and I've still got two years left, phew.

Edit: I would opt for the class after having done it on my own initially, too much time and poor long term retention of important info. because of the huge volume of material needed to study (or it might be early onset of senility :-))

Some schools offer the classes online. I think it is better to go to a brick and mortar class because I think it is a better learning environment for the students.

DISCLOSURE: I am an OUPV instructor and therefore maybe biased.

You do not want your OUPV or Masters License to lapse unless you're very sure you'll never use it again.

IIRC, you can start the renewal process up to a year in advance of your current license expiring. And as others have posted, the USCG has gotten much tougher on the requirements.

I've always sent my renewal package certified with signature and called the REC a few days later to make sure the package arrived. I also contact the person who signed my license last time to check if all the boxes were filled in to his/her satisfaction. It is not the REC's responsibility to inform you that you failed to fill out the forms or include the proper forms at renewal (or original license application) time.

If your license has very recently expired you might call the REC where your license was issued and see if there's a grace period. Otherwise it's going to be a complete retest. You can get CDs and books on the subjects but the RoR and plotting tests are the ones to know cold, and many times, the only way you're going to know those tough to take and pass portions, is to get a pro to answer them to your satisfaction.

Good luck, but based on my personal experience, I'd start saving up for Sea School or some accredited training facilility. In some cases these licensed facilities can give the test at the school, saving you travel time and anxiety.

I just took it and if you wait 1 day after your expired time you have to retake it all! I thought it was hard and i am 41 years old and have been on the water since i was 15 years old and i could not believe how much info they through at me in 1 weeks time! The plotting was the hardest for me because i am in inland and i dont use them... But wow it was cool stuff.
