Question USCG Rescue 21

Maybe I've been out cruising too long, or I'm having a sustained senior moment, but I just discovered something which many of you may already be aware, and that is the U.S. Coast Guard's new Rescue 21 System.

Of course we are all aware of the DSC VHF radio, with the little red flapper on it which says 'Distress'. But I wasn't aware that the Coast Guard was implementing an entirely new program which seems to be based on it.

Here are a couple of links:

USCG: Rescue 21

Can You Hear Me?

Is this Rescue 21 new information and I'm just out of the loop, or is this something new that just isn't well publicized yet?

Maybe it's the rum.

They announced it quite some time ago, but it was back-burnered because of budget problems, and some less than stellar results in test areas.

Somehow, year after year, everyone forgets to write their CongressCritter and tell them to throw a dime to the USCG while they're passing out the tax money. (Nudge, nudge.)

I'd point out that Rescue 21 is way behind schedule.

You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.
