Dinghy registration in MD - duh?

I just bought a used dinghy from a fellow in PA. It was registered there (came with an almost new Merc 2.5hp 2-stroke), it's max capacity is 900lbs.

I don't have a title, just a signed bill of sale. I also have the PA registration information, card, and stickers for 2007 (last time it was registered).

Am I screwed based on what I just read on the DNR website:

# Vessel is currently titled in another state

* DNR Form B-240
* Original title (properly assigned – purchaser name, seller’s signature and date, purchase price)
* Original Certified / Notarized Bill of Sale if seller’s signature, purchaser’s name, sale date or price is missing from assignment of title
o A bill of sale must include the names of the buyer and the seller, date of sale, seller’s signature, amount of sale and vessel description (year, manufacturer, hull identification number and/or current registration number).

You are not screwed, you just have to go to MD DNR and register the dinghy with the information from PA and notorized bill of sale matching information on PA registration.

Would have been better to complete the sale with the previous owner present in a PA tag shop with Fish and Boat Commision endorsement. Pay PA sales tax then get credit for PA tax from MD.
