Almost all of the US government provided charts of US waters, coastal and inland, are available on the internet for free. However, when actually going out cruising, I highly recommend you have all of the PAPER CHARTS that you will need for your journey in addition to any electronic format charts.
If you do a search for ENC or BSB charts, you'll find download sites.
