This is like one of this yacht club comedies except it isn't funny. It will likely lead to restrictions on anchoring at the behest of the landowners.
I will offer a different perspective: The river is public domain and if there is a problem with adequate anchorage or free movement on this river, then the docks are a hazard to navigation.
The remedy for this would be to look to see if reducing the size, amount or location of the docks would remediate this or if removing the docks is a safer option.
This is a sailing forum and most should be quite aware of the development of the waterfront leading to exclusion to public access.
As sailors, we know that anchors drag, every one has been there and in nearly all cases the other sailors helped you out - without question or judgement.
If you have waterfront property, you accept this risk. If it's a problem, waterfront property probably isn't for you. Sort of like living next to an airport is not for people that hate noise.
We are our own worst enemy.
