s/v and s/s

Have seen the abbrevs s/s and s/v - I am guessing small vessel and small ship but how do they get the different designations? Is it by model, length, is it a legal code, etc.?

SV is Sailing Vessel (as opposed to MV for Motor Vessel).

SS I think is (or at least was originally) Steam Ship.
