The town with the most options, almost all of which should be affordable, is Cocoa Beach. You know, where Major Nelson found the bottle.
Drive back over the Rt528 bridge to the mainland and Cocoa Village (very different) is a very cute place to visit. But only the main drag with the shops and restaurants, the surrounding area is lousy. Not sure there are any hotels there, however. Cafe Margaux, in the middle of town is a great restaurant. Try the roasted tomato bisque.
