obtaining free non-NOAA charts

the quickie of this is, are there charts to be had? I have downloaded all of the raster and vector charts from NOAA to use with the Coastal Explorer software (great software) and would now like to obtain either raster or vector charts for other parts of the world... i could purchase some of course but my question is, do any other entities around the world provide free charts in the same way that NOAA provides them for the all USA waters

Chart Sources | Official OpenCPN Homepage

A good source of links to free charts. Not many countries are so generous to publish them for free...

i think you are correct

i've looked all over for either ENCs or BSBs without really finding any.... there is a high level Arabian sea one out there as a sample but not much else..... very expensive to get world coverage.... i really like exploring the maps in detail with my Coast Explorer software but suppose i am out of luck
