Trailer Registration-Renewal Fee

Ohio BMV added a $20 fine for late registration renewals this year.
My vehicle renewals come in December so I usually wait till summer to save a few bucks on my trailer plates, since they pro-rate them. This year the renewal forms state that a $20 fine will be added for late renewals, and I didn't bother to open them till this week. I have 6 boat trailers and the last thing I wanted to do was pay an additional $120 to the state, so I called, and was told that it can be waived locally if you tell them at the counter that it is a boat trailer. Not sure how many states are doing this, but any opportunity to jack the fees is sure to be adopted by more.
