What's that eye for on my shroud cleat?

I have a shroud cleat to secure the flag halyard. It has an eye on one end, and typical tapered other end. Pictures on google would indicate the eye goes up...

My flag halyard is actually a loop of line, so it is two 1/8" lines that tie off there.

So, how to tie off the halyard? Some special way using that eye, or just ignore?

So you don't lose your flag halyard. In other words, the loop of the flag halyard passes through the eye.
