There are a number of USB and BlueTooth GPS devices, and several choices of software packages. OpenCPN is free, but a little clunky. GPSNavX software packages are good (if you have a Mac, iPad, or iPhone), and only about $50 or $60.

I use Mac so everything I opine on is based on the. GPSNav is good but there several good programs out there. The basic program isn't too expensive but the chart software is. Buy a GPS that will plug into the laptop and is relatively waterproof. I like Garmin but there are others. Buy an antenna that will mount outside so it has a clear view of the sky and keep the GPS inside. Lastly, don't bet your life on the GPS. It can break and it has been know to be erroneous. Keep a paper chart.
