I believe you are talking about two different things.
One is a fishing guide license...from the short bit that I read on your states website, it would be above and beyond the requirements for operating the vessel. Interestingly enough, the fishing guide permit, does not allow YOU to fish...only to guide others in doing so. That would be yet another license, if you wanted to fish and guide.
In addition you would need a boating license to operate the vessel...and probably a Captains license to take passengers for hire. Your state may waive the state boating license requirement to those who hold captains licenses. ( USCG)
But don't hold me to my interpretation, I'm 1,000 miles away.
