Mooring in Manatee

I am looking for a place where one can legally drop a permanent mooring in Manatee County, Fl. I live on the Palmetto side of the river, so I would prefer something in that area. I noticed some boats anchored off of Regetta Pointe Marina. I am not sure if those are permanent or not. This is for a 36 foot boat with a 5 foot draft.
