Dinghy - Anyone know what this is?

Friend just bought a dinghy for a song, but has very little information about it. I told him that if anyone might know what it is, the fine folks here would.

Here's what I know:

About 15.5 overall length
Sail has a stylized of "AL" on it (the "L" is kind of a part of the "A", kind of like "A_"

The lady he got it from thought it had something to do with Anacortes (We live in NW WA). Either made there, or had something to do with that being the name of the boat.
