That's a typical reaction to a scene like that. Not necessarily idiots, just panicking due to an absence of uniforms. Uniforms make everyone happy.

Getting the coast guard out there (coast guards have uniforms!) with the equipment to move the old guy while protecting his neck is the right thing to do, as long as the old guy is breathing. Old people are easy to break.

very few around here really use vhfs. so bad to the point that this time of year i will need to contact the bridge tender just for a radio check.
