thats a good idea but how it he getting them closer to the water as he moves?

He has lateral lines going to each bag, so he can let them out further (more heel) or pull them back in (less heel).

I saw something similar in Sardinia, but on a more modern style. A big canting keeler entering the port even more heeled than that one just to pass a zone that was a lot less deep than its huge draft.
