I don't think there is anything inherent about a sailor that is cheap, but the cheap would naturally be more inclined to sail.
I try to give as much as I take. I will spend an extra few dollars on a gallon of motor oil at the marina, rather than only buy at the deep discount stores. I would like that marina to succeed and be there next year. If you notice yourself saying "I paid for my slip/mooring and don't owe them anything, they owe me", you are probably the tenant they have a problem with.
There are also marinas that have a bad attitude, period. Reviews, both positive and negative, on activecaptain.com are the best way to both reward and expose behavior.
