Definitely St Augustine! Moorings $20/night includes water taxi & use of marina amenities (laundry, pumpout, etc). Walkable to everything downtown - and there's a LOT of inexpensive & interesting historical stuff to do there.

Oriental, NC for cozy hometown atmosphere, free dockage downtown and excellent boat maintenance services.

(Charleston has already been mentioned); I'd include Annapolis, MD for maritime history and a sailing-oriented city - pricey though.
