help with design

I recently purchased a partially completed 6 meter whaler from an estate sale. The deceased owner ha enlarged the boat to an 8 foot beam and 23 feet length and added a small cabin. I need to find out how much a swing keel should weigh in order to right the boat. Or would movable ballest work better if so how much weight?

Its not that simple. To do this right, a designer should know the design weight of the finished boat, its sail plan and area, and ideally have a set of lines since the hullform and rig type impacts the stability of the boat. On most 23 foot boats, the crew's weight is all the moveable ballast that makes any sense.
