What book is it that's the bee's knees on wiring shore power

I've searched the several forums I frequent. I know I've come across it somewhere but can't find it. It's a book about wiring shore power, so good that it may have been written by the angels in heaven themselves and I can't find what the title is. Help a sailor out!

A ship in harbor is safe, but that's not why ships are built.
