When we chartered in the BVI our boat had a tank. It was a gravity drain tank and we were told simply to not drain it unless we were "outside" the islands.

Not having and NOT USING the holding tank should be clarified (pun intended). I believe the majority of charter boats now do have holding tanks available to use. The EPA is not in the BVI, for better or worse.
