windmill powered catamaran? does this qualify as a sailboat?

So my pops is on his way through the Okeechobee canal system and snapped this picture today. Would this qualify as sailboat? Apparently the windmill rotates 360degrees and powers a screw for propulsion. Looks home built to me but pretty cool toy nonetheless.
