Origin of the name "Brummel Splice"

I often use animatedknots.com to brush up on my marlinspike skills and to learn some new tricks. Looking around there yesterday, I came across the Brummel splice and a note on the website:

Help Us with the Origin of a Name
We are still interested in finding the origin of the name Brummel Splice. If you know of anyone who worked on yachts as a rigger in the 1980's, ask them if they remember. If you find an answer, please Contact us. Thank you - Grog.

So I thought this might be a good place to find someone who knew. This guy has been a big help to me and I thought I'd try and pay him back a little.
