Is this clean enough for Cetol?

Hard to tell. If it's completely stripped, then yes. I recommend prepping with interlux 216 and thinning your first coat with it.

I'd use some 'brightener' to remove the dark stains before sealing it up. Some products allow you to use bleach & water; others specify a certain brightener. Check the can for the finish you are using. I've never used Cetol, but everything I have used made the surface darker; if the stains are dark now...
