VAT free in the EU. What about upgrades?

I am about to buy a used boat with "VAT not paid" in Europe and will maintain this status (in line with all the rules about this).
This used boat should should get a significant refit and upgrade directly after purchase. (cost about 10-15% of purchase price)

Is there any possibility to pay no VAT for this re-fit, same as for the boat it self?
One idea would be that a boatyard actually purchases the boat, does the re-fit and sells the complete thing to me afterwards (VAT free). Does this work? Can the little company I own do this job?
And aren't there simpler solutions? Is it possible to get upgrade equipment delivered to a kind of duty free zones in the bigger ports and include these goods in the existing, tax free boat?
