CE certification

First time poster!!!

Looking at getting into liveaboard sailing in the next 2-3yrs and have started researching everything boat related and came up with a question.

If CE certification (RCD compliant) is so important in the EU re importation...

Is there an annual/quinquennial/decennial recreational craft safety inspection in the EU to maintain standards? like the MOT inspection for cars

at what point does your CE certificate become invalid?

Say i buy an EU registered project boat, ship it stateside and do a refit in the US where parts and labour are cheaper and my pounds go a lot farther, possibly with some modifications below decks, make the boat seaworthy and then sail it back to the EU, is my CE cert still valid? Would anyone say anything as I would be flying under a UK flag?

what's the Stateside shipyard law on working on foreign registered vessels?
