Hugh, the lack of mooring in Rio is a problem, even without a World Cup! I'd look into staying in Niteroi, which is just across the mouth of the bay and an easy bus trip into the city. In Rio you are pretty much left with only one option: Marina da Gloria. If you need anything, just let me know.
