It's probably the toerail/snatchblock arrangement that's causing it, you can't sheet the genoa in enough with it.
How far is the genoa from the spreaders when sheeting in as tight as you can?

i am going out today to run some tests with the toe block at differing locations ..not sure of the distance at this moment

Don't you have a track and moveable block for the jib sheet to run through? A photo of your set up would help.

Yeah, and I assume it's the standard fin keel, not the "reaching keel" that some of the c&c's have?

There is a great tutorial here somewhere on sailnet on pointing higher. Also get the book from North called "sail trim" it is excellent and covers all the bases for getting the boat to point well. Nothing more frustrating on the race course than getting passed by a boat going higher and faster that's for sure...

No he doesn't, the C&C24 doesn't have one (although many people retrofitted them). It uses snatchblocks attached to the perforated toerail.
