Loos gauges and pre-tension guidelines are for when you are dock side, not when you are sailing. You set them dockside, then go sailing and check.
As KH said, loose but not floppy, mast in column. Actual tension then doesn't matter unless you are near breaking strength (not likely).

I appreciate everyone's response, I had a new spar put on 6 years ago and the rigger out of Annapolis said the slack lower shroud was fine and that coincides with the responses here.
I'll continue to assess, but you guys clearly have given me some insight.
