I also adjusted the 1.9 kHz difference, it makes no difference.
If you have the exact frequencies that you know they work at a specific time, please list them out. There are four areas I am most interested.
1. Norther passage of North Atlantic
2. Mid Atlantic to Bermuda, Azores and Portugal
3. Caribbean sea (East and West)
4. Gulf of Mexico

The link you posted looks like it is to NOAA Weather Fax products. If so, you won't get any voice transmission on those frequencies at those times. To download weather fax, you'll need a freeware program and a $10 cable from radioshack (out from the radio speaker and into the laptop on the Mic inlet).
Voice transmissions can be difficult to get -- you need to fine tune a lot. Try picking up Chris Parker. Here is his schedule:
