I'm having a real hard time believing that the most powerful military in the world is perpetuating an annual documentation renewal system. It isn't even required that you document your vessel in the first place.

We are already paying for the Coast Guard with our federal income taxes. My understanding is that the Coast Guard budget was not materially affected by the Sequester. If there is a compelling reason why we need to pay another hidden tax, let us know.

Of course it isn't required. but the government leeps many lists for many purposes. Why were ham radio operators required to learn Morse Code? Not for international purposes, but in order to ensure the Army had a pool of trained radio operators. I knew someone on the local selective service committee, who assured me they had access to all sorts of lists, in case a draft was called and they needed special skills.

Bear in mind the fed also stockpiles what are considered "strategic metals" in case imports are cut off. Providing for contingencies is something civilians scoff at. But then again, we have the Interstate And Defense Highway System because a young army officer named Dwight Eisenhower got disgusted with trying to run convoys over bad roads with lousy signage.

All very similar to what NOAA refers to as "the prudent mariner". There are folks who just have to make other plans. Would they mandate registration? Probably not. Would they quietly say "Hey, we use that, don't throw it out." Sure.

Ah, the military cares. Remember that one of the primary purposes of that list, is to let the government know "Where can we get a ship?" and that means they have to be delisted when they change hands or are abandoned.

Yes, we have come a long way since the days of the WW2 antisubmarine patrols by sailing yachts off New England. But ships and boats alike are listed for the same purposes, and clear title is only one of them.

Actually, my boat name had a predecessor in the USNavy. SP639

Since the motor yacht that was taken over by the Navy was built and based in Bristol RI, which is where I bought my boat, that just confirmed to me that I should go w/ that name.

I get the point about government contingency, but I give very low odds that is it the reason the annual renewal wouldn't be extended to 3 or 5 or perpetually. I am sure there are much greater odds that either:

1. It would cost a government employee a job, if it were extended, and it is more palatable to ask the rest of society to pay their needless salary, or

2. It would take a combination of government authorities to change it and they never coordinate well together. It can make sense to absolutely everyone, but if it take two agencies to agree to it, they just can't get it on the table at the same time.

They should just call it what it is ... a tax, and then collect it like any other tax. Seriously, what "service" are you really getting by paying to have the vessel registered that isn't related to paying taxes somewhere ? It's like a tax so you don't have to pay some other tax. The U.S. get out of other taxes tax.

Your boat won't sink without one, so why not call it what it is and be done with it.

I'm good with paying for the initial effort. There is value in having the Feds know who owns my boat. I only object to any value in updating it unless I sell it or move. Make it the owner's responsibility and forget the renewals.

Or pay for the actual service. It is supposed to carry a chain of title, so charge whenever a title transfer happens, for example.
