One option I've seen used with some success in other message boards is a real reputation system, with the option to downrep or up rep.
The benefit being, you can implement it in such a way that if a user reaches a certain negative reputation threshold, they are immediately banned. This way the community can, in a way, regulate itself. If you post a personal attack, I find it likely that you'd be downrepped into oblivion fast enough to be banned (especially more than once). There are a few different vBulletin plugins that should do this and I've seen it work in a few cases.
In theory, it's a great idea and it -MAY- work here, people here are professional enough to not abuse it. OTOH I personally know of two forums that used this system and abandoned it because of abuse, but the forum was full of entirely different types of people.
Adding more moderators is a real tradeoff. If you add too many, the moderators tend to step all over each other and create their own drama. If you have too few, it's impossible to police for the occasional flame or bad user. I personally think keeping a smaller number of moderators, but find a way for the community to police itself, would be most efficient.
