Well, it sounds like the vang line or the main sheet was on the electric winch and someone who had one too many had their finger on the button.
You did say the dodger was damaged too right? The vang was bent. And the shackle that needs to be "wire tied" is probably the redundant topping lift shackle.
But that is all pure spectulation.
