Now that is a really dumb statement, in two respects:
In most parts of the world it actually is an offence, no matter how you define 'civilized world'.
And for the offending: If you do it somewhere where it is against the aesthetic, moral, or whatever, preferences of most people, then the problem is obviously you, and not their being offended.
And that leads back to the question of the original poster:
Depends on what you think the people around you would think IF they saw you. You have to assess that yourself, the internet does not know where you are, and even local law is pretty useless in that respect. 
And of course, if no one sees you, no one will be offended.
