Rudder Craft is a great resource but they only seem to build HDPE plastic outboard rudders for small boats. These are not fiberglass rudders and therefore probably are not strong enough for a Morgan 27.
But also the Morgan 27 had an inboard rudder. The early ones has a "scimitar" style rudder, but most had an IOR style quadrilateral profile rudder. The later rudder was considered to be the better of the two and would be easier to build.
