Greetings from not so sunny CA

Hello, I've been sailing since I was a child. I learned to sail in an El Toro, and graduated to FJ's. I've done a bit of racing, but now I'm sailing R/C sailboats. I can have my boats out of the water and home in 15 minutes. We race them locally and can usually complete 12 races in one day. My last time out the wind had quit and my boat was stalled. Another boat called for room, but I had no hull speed at all. The other boat hit mine and called for a foul. I've been looking through the rules book, but I can't seem to find anything on the subject. My book is the 2005-2008 out of date one. Any help is appreciated. Thanks in advance.
