Of course what makes a boat race competitive is not so much its rating (after all the rating is intended to equalize perfomance), but the preparation of the specific boat. To win races a boat shouldt should have a bottom as smooth as a baby's, realtively new sails, a hitech 150%, a lot of strings (barber hauls, vangs, backstay, etc...) and nothing heavy on board other than OEM gear. You don't need to look up the answer to these questions.
