Windward with a shoal keel???

After sailing for over 20 years on a fin keel boat, I recently bought a toy (Renken/Tangerine 18) It has a 24" shoal draft fixed keel and seems to slide sideways more than go to windward. Anyone out there with a hint on how to get better windward preformance?

Nothing specific to your boat, and I've got a lot less experience than you, but I'll state the obvious:
Reef early. I think about the only thing you can do is shift the center of effort lower to reduce heeling so that what keel you do have bites in as much as possible. My boat has a full keel with cutaway forefoot and a spade rudder. I just normally plan to make a lot of leeway, and reduce sail early to keep the heeling to a minimum. I short tack a lot. I'm pretty religious about making people hike, too. (The combination of those last two makes me relatively unpopular as a host.) The boat also has a centerboard which I just fixed this year and I'm looking forward to some improvement in windward performance. Is there any way you can rig a lee board?

That is an issue with extremely shallow shoal draft fixed keels. That's kind of why they make keel/centerboard boats.

You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.
