Annapolis Sailing School would be a place to start. If you want to get out and learn by doing, look at local sailing clubs and get involved with casual racing. Admittedly with the winter coming on only the hardcore will be out and I don't know if the local sailing schools run sailing classes during that time.

I will second J/World. It is not inexpensive, but you really learn your stuff.

You can check into the Downtown Sailing center in Baltimore (Federal Hill).

Downtown Sailing Center - Welcome!

They have lessons. We used to be members and the deal was great (after you complete lessons). I think it was $550 a year at the time and you could take out J-22s whenever you wanted for now additional fees.

Are you looking specifically for stuctured classes led by instructors, or are you just trying to get out on the water?

I second that. It was funny watching the Annapolis students puttering around on their dinghy's.

I learned to sail from the Maryland School of Sailing and Seamanship (mdschool.com). I highly recommend them. They're based out of Rock Hall, though I think by now they're on their winter schedule, which has classes based out of St Thomas (where I learned; the best vacation I've ever been on!).

Severn Sailing Association(SSA) is the best sailing club around that area in my opinion. I grew up sailing at SSA and learned the fundamentals in their Junior program. Depending on your age (i am assuming you are beyond junior sailing), I recommend taking a course at Jworld Annapolis then joining a club like SSA. If you just want to get out on the water then you could try putting yourself out there. Let people at clubs like SSA know that you are available as crew. Most people don't want to take newbees but some will be willing to train you.
