Learning in Baltimore vs Annapolis

I'm essentially equidistant from Baltimore's inner harbor & Annapolis. Would either locale be preferable for taking the equivalent of US Sailing's basic keelboat or ASA 101? Ultimately interested in daysailing through short family cruises (e.g., weekend) once properly trained.

Thanks for any opinions. I've cross-posted re: Annapolis outfits, but just searched for Baltimore and found some intriguing possibilities, such as the Downtown Sailing Club. I'm wondering whether one environment may be better or worse for instruction...seems the harbor may be more protected, but maybe that's not ideal - maybe I'd want a more challenging experience when I have an instructor right there to bail me out of a jam?

Sailing out of Annapolis vs Inner Harbor gives you more options as to where to go and a larger body of water to work in.

My .02 from having lived there.

Appreciate the response. That's how I was leaning...now to settle on a training program.
