I agree that any of the marinas near BWI airport would be an acceptable choice and I love Annapolis (its our boat home). You can get regular scheduled airport limo service out of Annapolis or Baltimore direct to the local marinas.
Hopefully this won't hurt feelings, but I personally would never put a recreational sailboat on the Delaware as another poster suggested. I have traversed the part of the Delaware near Philadelphia several times making boat delivery and pick ups. There is very little recreational boat traffic, significant current and few nearby cruising destinations for weekend getaways. That stretch of river is mostly industrial.
Another possibility you might consider is something near Norfolk. We have used one of the marinas on Little Creek, just north and east of Norfolk for crew changeovers, because it is a short ride to the Norfolk airport. Last time we did this it was ten bucks.
I predict you will love the Chesapeake Bay. It is a great body of water with many great anchorages.
