I would think that you should be able to keep a 30 foot boat for less than $5k on the Chesapeake, especially if you are willing to keep her at a private dock, but you might even be able to keep a 30 footer at a marina without a lot of amenities in Annapolis for less than that. It may be harder to do if you are a liveaboard since many private docks and smaller marinas do not permit liveaboards.
For the most part, I kept my boats at private docks for nearly free for the first 20 years I lived in Annapolis. I now keep my boat at a dock at my house, but the most expensive slip at my dock (42 feet) is only $3,000 a year, which was set after talking to neighbors. I can ask around if you wish.
