Rewiring a 02X

I have a 2002 X that is in need of rewiring (just about finished now) and had some questions on the bow NAV lights.

My Nav lights are on the pulpit as to allow a anchor roller on the bow, the wiring goes through the pulpit and through the head liner on the port side. There are no access panels in the headliner to remove the railings. Are they just screwed to the deck or reinforced from the bottom with never a thought to resealing, removing or replacing?

Does the headliner come down at all? Fish tape is not an option as the wire tends to get caught in the bends of the channels and the SS tubes.
