hoop with pulley on the aft of my boat

it is a hoop that goes from port to starboard the whole width on the aft of the boat with a pulley that slides back and forth i have no clue what it is for ???? any help pics below???????

It's a little difficult to tell from the pic, but your description sounds like an old school traveller.

How much sailing have done on this boat ? If she is new to you then I'm thinking the othe rguys are correct and its a main sheet traveller, albeit a slightly odd looking one.

It doesn't look stable enough! I would remove it and set something else up. And attach it properly.
It would be quite a mess if one end of that aft rail thing puled off. Then you loose control of the main...
There are different (and safer) ways to keep the main sheet on the end of the boom.

OH just one note. The way that thing is bent shows that whoever installed it doesn't have a clew of how it is supposed to work!

I'd guess the OP has either dealt with this or is using it as is.. but in any case he hasn't been around again since mid June 2011.. so I doubt he's listening ;)

Your probably right.
Just hope it didn't rip off and hurt someone.
