Morgan 35 Keel Bolts

The keel of my Morgan 35 has 10 anchor bolts. The stainless steel keel bolts are secured with SS nuts and mild steel 3" x 3" x 1/4" plate washers. There is bedding material (5200?) between the plate washer and the bottom of the bilge. The plate washers are very corroded and I want to replace them. The problem is access. There are two small hatches in the sole that only allows access to 4 of the 10 bolts. Any suggestions on how to get to the other bolts? Also, would mild steel plate washers that are hot-dipped galvanized be ok to use?
