198 Morgan 323 - Rudder Bearing

I noticed the steering quadrant has dropped below the stop allowing the quadrant to over rotate and hang up on the stop. The lower bushing on the skeg rudder does seem a bit sloppy.
1) Do you think the rudder is dropping as the lower bushing wears?
2) I can raise the quadrant as a temporary fix - do we see a problem with this?
3) does anyone know how to access the lower bushing on the rudder assy?
